scope:

This instruction applies to all field contracting offices (excluding afloat units); including appropriated and non-appropriated funds contracting activities that receive their contracting authority from Commander, Naval Supply Systems Command (NAVSUP). It does not exempt field activities from complying with references (a), (b) and (c). Nonappropriated funds procurements covered by references (d) and (e) are not covered by this instruction.

Purpose.

To update and establish contracting and business clearance procedures and identify the applicable approval levels required.
