Purpose . To establis h Department of the Navy (DON) policy for the accession and service of transgender Sail ors and Ma rines , to include t he process for transgender Service Members to transition gender in-service .

Applicability . This instruction applies to all DON mi l i tary personne l . Specific con s iderations for Reserve Component personnel are i ncluded i n reference (a). Refer all DON civilian transgender questions to the DON Office of Civilian Human Resources or the DON Office of the General Counsel . Refer all questions regarding transgender contractors to the Contracting Officer ' s Representa tive .
