Purpose.

To establish policies, procedures, and responsibilities for the prevention and control of substance misuse and abuse, and incidents of impaired driving within the Department of the Navy (DON). Pursuant to references (a) through (v) DON establishes Departmental responsibility for policy generation and operational accountability for procedural execution. This instruction is a significant revision and should be read in its entirety.
