This instruction applies to all diving conducted under the cognizance of the Naval Sea Systems Command.
Purpose.
To establish policy and assign responsibilities within the Naval Sea Systems Command and subordinate field activities for that portion of the Navy Diving Program assigned by reference (a) to the Commander, Naval Sea Systems Command.
