This standard takes no account of any upstream or downstream energy conversion chains. The procedure for conversion of specific emissions into target energy related emissions is described below. Distinctions are to be made between the following cases:

• mathematical conversion of fuel energy related emissions into target energy related emissions with the aid of efficiency data

• allocation of emissions to various target energy types in combined production

The standard is addressed to the operators of energy systems, to supervisory authorities and institutes, and to scientists working in this field.
