scope:
This standard applies to rail vehicles and associated rail vehicle safety critical engineering systems, products, facilities and services under the engineering management and control of Network Rail that Network Rail:
a) owns, including finance lease arrangements,
b) has an engineering responsibility for; or
c) hires in from third parties and for which Network Rail has agreed an engineering responsibility.
This standard applies to all Network Rail staff, including agents acting on behalf of Network Rail, involved in:
a) use of rail vehicles; or
b) operation of rail vehicles.
It also applies to the post-delivery elements of new rail vehicles or rail vehicle projects, including warranty attention defects, strategic spares and retrospective work arising from deficiencies in original build activities.
Purpose
The implementation of this standard helps to mitigate the following risks:
a) dangerous use of Network Rail owned or hired in vehicles due to incorrect work planning;
b) operation of rail vehicles without the correct documentation in place; and
c) lack of accident management process in place for rail vehicle accidents.
The purpose of this standard is to support NR/L1/RMVP/0001 which details the high level requirements for Network Rail Plant and Traction and Rolling Stock (T&RS).
This standard describes the processes for the maintenance, operation and use of Network Rail owned or hired vehicles. It is supported by NR/L2/RMVP/0090.
