This standard applies to landfill sites during their construction, operational, decommissioning and aftercare phases and to abandoned waste disposal sites for calculating their diffuse dust, odour and gas emissions.
The objective of this standard is the calculation, measurement and estimation of source strength and emission factors by means of defined measurement and calculation methods. The relevant sections discuss how the above can be used to generate immission forecasts.
This standard deals both with landfills regulated under statutory provisions, and with those that existed before these provisions came into effect (abandoned waste disposal sites). Stationary pointlike, linear or two-dimensional sources as well as mobile sources of diffuse emissions may be present. It does not deal with Class III and IV landfills.
This standard does not cover emissions of microorganisms. The reader is referred to VDI 4255 Part 1. Similarly, it does not deal with emissions from landfill fires and underground emissions due to gases and leachate water.
The capture and treatment of landfill gas and the control of landfill gas emissions are regulated statutorily by the Landfill Ordinance (DepV). DepV, Annex 1 sets out additional requirements for the restoration layer, in so far as at the same time it is to take on, in respect of residual gases, the tasks of methane oxidation. DepV, Annex 5 sets out requirements relating to the monitoring of landfill gas emissions, and thus the oxidation of residual methane. Waste or landfill substitute building materials that generate significant quantities of dust, are to be so treated in accordance with DepV, Annex 5 that they do not generate significant dust emissions.
