PURPOSE
This Instruction:
Implements and establishes policy in support of the requirements of Reference (a) to manage the identification, prioritization, and assessment of defense critical infrastructure (DCI) as a comprehensive program. This program shall include the development of adaptive plans and procedures to mitigate risk, restore capability in the event of loss or degradation, support incident management, and protect DCI-related sensitive information.
Assigns responsibilities governing risk management including the acceptance, remediation, and/or mitigation of DCI risks.
Assigns responsibilities and prescribes procedures for the implementation of the DCIP.
Implements policies set forth in References (a) and (b) for the protection of Federal agency and defense industrial base (DIB) critical infrastructure. Supports the unifying structure, identified in Reference (c), for the integration of critical infrastructure protection.
Clarifies the complementary relationships between DCIP and other DoD programs and efforts such as: force protection; antiterrorism; information assurance; continuity of operations; chemical, biological, radiological, nuclear, and high-explosive defense; readiness; and installation preparedness.
Cancels ASD(HD) Memorandum (Reference (d)).
APPLICABILITY
This Instruction applies to:
The Office of the Secretary of Defense (OSD), the Military Departments, the Office of the Chairman of the Joint Chiefs of Staff, the Combatant Commands, the Office of the Inspector General of the Department of Defense, the Defense Agencies, the DoD Field Activities, and all other organizational entities in the Department of Defense (hereafter referred to collectively as the "DoD Components").
