This instruction supplements existing Department of Defense (DoD) policy contained in references (a), (b) and (c). The Navy manages its ammunition and explosives (AE) through various cognizant (COG) program offices which are identified in Table 1 of enclosure (1). Information for categorizing DoD AE materiel is identified in Table 2 of enclosure (1). Additional guidance regarding the screening and DEMIL of AE deemed as excess to Navy's needs are contained in references (d) and (e).

Purpose.

To provide policy, procedural guidance, and assign responsibilities for the Navy's Demilitarization (DEMIL) Program as it applies to excess and surplus material. This instruction has been revised substantially and should be read in its entirety.
