This standard describes the state of the art pursuant to the legal definition of § 3 (6) of the BImSchG (Federal Immission Control Act) in conjunction with the addendum to § 3 (6) of the BImSchG and of § 3 (10) of the GefStoffV (Hazardous Substances Ordinance).
Accordingly, the state of the art is that state of development of advanced techniques, equipment or modes of operation which makes the practical suitability of measures for controlling emissions and for protecting occupational health appear certain. In determining the state of the art, particular consideration shall be given to comparable techniques, equipment or modes of operation which have been successfully tested in practical application. The standards are applied to measures for explosion protection in dust extraction systems in which, during intended use, combustible dust/air mixtures, vapour/air mixtures or hybrid mixtures are present or can be formed.
This standard offers guidance to manufacturers and, particularly, to operators on how to conduct risk assessments and how to implement protective measures.
Measures for preventing fires and explosions shall be considered in the early design stage of systems.
Deviating from the protective measures described in this standard is permissible provided that practical investigations demonstrate that the same level of protection is ensured in a different manner.
