CWA 13987 is likely to be of interest to any organisation or individual involved in smart card deployment. This part of CWA 13987 is an informative part. It gives guidance on how to create, operate and maintain an open Interoperable Network, which allows Card Holders of cards conforming to Part 1 of CWA 13987 to gain access to applications from Application Service Providers at terminals provided by Card Acceptors. It describes the roles played by members of the interoperable network, reasons for the players to belong, the objectives, business relationships, criteria for membership and membership obligations. It outlines the principles of the network management structure including the Card Association and associated registration Networks. Finally it outlines the practical steps needed to establish an Interoperable Network. This part of CWA 13987 may be read before Parts 1 and 2, as it provides the reader with an introduction to some of the basic concepts and principles that may govern an interoperable environment in which the URI is implemented.
