scope:

Purpose:

This issuance:

 • Establishes policy and assigns responsibilities for the management of bulk petroleum pursuant to the authority of the Secretary of Defense under Section 113 of Title 10, United States Code.

• Designates the Director, Defense Logistics Agency (DLA), as the DoD EA for Bulk Petroleum in accordance with DoD Directive 5101.1, with authority to delegate to the Commander, DLA Energy.

• Addresses the roles, responsibilities, and authorities of the DoD EA for Bulk Petroleum, subject to all applicable laws.

APPLICABILITY.

This issuance applies to OSD, the Military Departments, the Office of the Chairman of the Joint Chiefs of Staff and the Joint Staff, the Combatant Commands, the Office of the Inspector General of the Department of Defense, the Defense Agencies, the DoD Field Activities, and all other organizational entities within the DoD (referred to collectively in this issuance as the "DoD Components").
