PURPOSE
The MSFC Emergency Plan establishes policies, responsibilities, and authority for maintaining a state of readiness with respect to disastrous situations that could confront MSFC and surrounding areas. The Plan uses the Incident Command System and provides expeditious courses of action to be taken in minimizing the effects of an emergency or disaster on Center personnel and property and to furnish support to local communities and the Department of Defense, as requested through authorized channels.
This Plan incorporates the National Response Plan (NRP), National Incident Management System (NIMS), Incident Command System (ICS) to provide a comprehensive and consistent nationwide approach for incident management regardless of cause, size, or complexity, and to provide effective on-scene emergency management by dividing emergency response into five manageable essential functions: Command, Operations, Logistics, Planning, and Administration. This Plan also integrates Disaster Management Interoperability Services (DMIS); Wireless Public Safety Interoperable Communications Program initiatives (SAFECOM); and Disaster Management e-Government Initiative (Disaster Help) services to ensure continuity of emergency response operations across a broad spectrum of emergencies.
To address long-term losses or disruptions of mission-essential operations, emergency plan processes and requirements are integrated and expanded within Continuity of Operations (COOP) Planning, in accordance with NPR 1040.1, NASA Continuity of Operations (COOP) Planning Procedural Requirements.
APPLICABILITY
This Marshall Procedural Requirement (MPR) applies to MSFC and all component facilities.
