PURPOSE
This Directive establishes an Emergency Preparedness Program for the Marshall Space Flight Center (MSFC) workplace and identifies and defines the major responsibilities associated with this function
The Emergency Preparedness Program incorporates the National Response Plan (NRP), National Incident Management System (NIMS) along with the Incident Command System (ICS). In addition, the Emergency Preparedness Program processes and requirements are integrated and expanded within MSFC Continuity of Operations (COOP) planning to address long-term losses or disruptions of mission-essential operations.
This integration provides MSFC with a comprehensive and consistent nationwide approach for incident management regardless of cause, size, or complexity. This approach also provides effective on-scene emergency management by dividing emergency response into five manageable essential functions: Command, Operations, Logistics, Planning, and Administration.
The Emergency Preparedness Program provides strategy for all hazards preparedness, response, and recovery from natural or technological emergencies. This strategy includes emergencies involving NASA activities. In addition, this strategy incorporates memorandum of understandings (MOUs) to establish mutual support with local, State, or Federal agencies.
APPLICABILITY
This Directive applies to all persons at MSFC and component facilities, and MSFC personnel colocated at other NASA Centers or locations.
