Applicability
This document applies to all activities associated with the Testing and Commissioning of OCS except for the requirements of product type testing. The testing requirements defined in this document apply to OCS infrastructure only.
Exclusion
This document does not apply to electrification and plant asset routine maintenance or testing activities, design assurance of any site changes, work carried out under emergency conditions or project works that can be carried out solely within the parameters of the maintenance risk manual.

Purpose
The purpose of this document is to define the requirements to test and commission new or modified Overhead Contact System (OCS). This document sets out the procedures and process controls necessary to confirm that new OCS installations and alterations to existing installations, are tested in a manner that assures:
Compliance with legislation, standards, the project specifications and approved Design Details; and
Fitness for purpose before they are offered for Entry Into Operational Service.
This document outlines requirements for organisations and individuals who are required to test and commission new or modified OCS in accordance with the relevant sections of NR/L2/ELP/27311, 'Engineering Assurance Requirements for Design and Implementation of Electrical Power Engineering Infrastructure'.
This document provides requirements to effectively manage the safety, reliability and other risks associated with poor installation while providing a framework for efficient application of Testing and Commissioning activities through the prevention of unnecessary rework.
