scope:

Purpose:

This issuance, in accordance with the authority in DoD Directives (DoDDs) 5105.82 and 5105.53 and the July 11, 2014 Deputy Secretary of Defense Memorandum:

• Establishes policy, assigns responsibilities, and provides procedures for the development, coordination, approval, publication, and review of DoD issuances.

• Discontinues Secretary's policy memorandums as a type of DoD issuance used in the DoD Issuances Program.

• Establishes the DoD Issuances Website at http://www.esd.whs.mil/DD/ (unclassified) and https://www.dtic.smil.mil/whs/directives (classified) as the official DoD source for issuances and processing guidance. The DoD Issuances Website is referred to as "the Website" in this issuance.

• Establishes the Directives Portal System at

https://jsp.sp.pentagon.mil/sites/dodips/Pages/Site/Home.aspx (unclassified) and https://entapps.osd.smil.mil/site/dodips/Pages/Site/Home.aspx (classified) as the official site for requesting and obtaining issuance coordination and legal review. The Directives Portal System is referred to as "the Portal" in this issuance.

APPLICABILITY.

This issuance applies to OSD, the Military Departments, the Office of the Chairman of the Joint Chiefs of Staff (OCJCS) and the Joint Staff, the Combatant Commands, the Office of the Inspector General of the Department of Defense (IG DoD), the Defense Agencies, the DoD Field Activities, and all other organizational entities within the DoD (referred to collectively in this issuance as the "DoD Components").
