Purpose:

This issuance, in accordance with the authority in DoD Directive (DoDD) 5105.53 and the January 11, 2021 Deputy Secretary of Defense Memorandum:

• Establishes policy, assigns responsibilities, and provides procedures for the development, coordination, approval, publication, and review of DoD issuances.

• Discontinues Secretary's policy memorandums as a type of DoD issuance used in the DoD Issuances Program.

• Establishes the DoD Issuances Website at  (unclassified) and (classified) as the official DoD source for issuances and processing guidance. The DoD Issuances Website is referred to as "the Website" in this issuance.

• Establishes the Directives Portal System at (unclassified) and (classified) as the official site for requesting and obtaining issuance coordination and legal review. The Directives Portal System is referred to as "the Portal" in this issuance.
