scope:
Purpose.
To assign responsibilities and establish supported and supporting relationships among Navy organizations that support the Navy nuclear deterrence mission (NNDM), including assignment of a single flag officer with responsibility to conduct end-to-end assessments of the Navy's current and projected integrated ability to execute the NNDM.
a. This revision adds four additional echelon 2 commands as NNDM component commands (Commander, Space and Naval Warfare Systems Command (COMSPAWARSYSCOM); Commander, Naval Facilities Engineering Command (COMNAVFACENGCOM); Commander, Naval Air Systems Command (COMNAVAIRSYSCOM); and Commander, Naval Education and Training Command (CNETC)) and provides clarification on the authorities and responsibilities of the echelon 1 and 2 commands currently assigned authorities and responsibilities for the NNDM.
b. This instruction is a complete revision and should be reviewed in its entirety.
Applicability.
This instruction is applicable to all Navy commands that have nuclear weapons (NW) capability under their cognizance or are assigned responsibility for supporting the NNDM, including responsibility for operations, manning, training, life cycle support, development, or acquisition for NW, NW systems, or nuclear command, control, and communications (NC3) (NW, NW systems, and NC3 systems, henceforth termed "NNDM systems"), per reference (a). Nuclear command and control and employment planning authorities and responsibilities remain as previously delegated to operational commanders.
