scope:
PURPOSE. This Manual expounds on the authority and jurisdiction used by Coast Guard personnel to conduct oil and hazardous material transfer monitors and to enforce compliance with facility and vessel pollution prevention regulations. For the purpose of this Manual, hazardous material includes all material defined as "Hazardous material" in 33 CFR 154, and all liquefied gases regulated under 33 CFR 127.
