PURPOSE.
This Manual provides policy and doctrine used by Coast Guard personnel to implement regulatory oversight and inspection of mobile facilities capable of transferring oil or liquid hazardous material, in bulk, to or from a vessel with a capacity of 250 barrels or more on the navigable waters of the United States. For the purpose of this Manual, hazardous material is defined as in Reference (a).
