This work instruction applies to telecommunications systems and equipment that Network Rail has a renewal responsibility for.
It applies to Network Rail Telecoms Asset Management teams when undertaking asset condition assessments.
The scope of this standard excludes:
• Condition Assessments as part of maintenance and supervisory activities undertaken within Infrastructure Maintenance.
• Asset Surveillance Checks undertaken in accordance with NR/SP/TEL/30033.
• Engineering Verification undertaken in accordance with NR/L2/RSE/070.
Purpose
The purpose of this work instruction is to define the methodology by which information is to be gathered during asset condition assessment of Telecoms Assets. This standard mitigates the risk associated with management of a large portfolio of assets by considering the asset maintainability, operability, condition, reliability, policy and Route requirements in prioritisation of renewal interventions across the portfolio.
Asset condition assessments provide visibility of asset information to the Telecoms Asset Management team, and allow informed decisions to be made regarding:
• The application and compliance management of equipment
• The long term performance and sustainability of equipment
• The suitability of the maintenance regimes over the anticipated life
• The next renewal intervention option and priorities
• The planning of cost effective asset renewals
Informed decisions regarding renewal interventions reduces the risk of asset failure, asset obsolescence and associated safety impact of loss of service.
