Purpose.

This change publishes procedure design criteria for required navigationperformance authorization required (RNP AR) departures. Also, changes were made based onPerformance Based Operations Aviation Rulemaking Committee (PARC) analysis of requestsreceived from industry. Furthermore, this change incorporates the updated Flight Standardsorganization structure while removing all Flight Standards routing symbols/codes (inaccordance with the Flight Standards Service Nomenclature).
