scope:

This instruction pertains to allcategories of Navy conventional ordnance inventory, including sonobuoys and Marine Corps Class V (A) aviation ordnance. This instruction applies to command responsible for preparing Program Objective Memorandums (POM), Program Reviews (PR), and budget submissions for ordnance assessment, weapon systems support, and maintenance. Requirment of this instruction apply to programs with in service operation assigned to government entities or to do contractors.
