This instruction sets forth port clearance procedures applicable to foreign naval vessels seeking entry to U.S. ports, and foreign public vessels seeking entry into U.S. Navy ports, with the following exceptions:
PURPOSE. To issue procedures applicable to foreign governments in obtaining clearances to United States (U.S.) ports for foreign naval and public vessels, and to provide guidance to U.S. Navy commands in matters concerning these visits.
