This instruction sets forth port clearance requirements and procedures applicable to foreign Naval vessels and foreign public vessels as stated above. These clearance requirements do -not apply to the following vessels:
Purpose.To issue the requirements and procedures applicable to foreign governments in obtaining clearances to any U.S. port, as defined below; and foreign public vessels seeking entry into U.S. Naval installations, or into Naval Defensive Sea Areas defined in reference (a). Also, to provide guidance to U.S. Navy commands in matters concerning these visits.
