scope:

Purpose.

This instruction provides policy and planning guidance for the documentation necessary for developing requirement authorization documents in support of joint organizations to include special operations assigned to Geographic Combatant Commands and Standing Joint Force Headquarters.

Applicability.

This document applies to all active elements of the Army, Navy, Air Force, Maine Corps, USSOCOM, special operations commands (SOCs), and their supporting components and joint commands and organizations requiring authorization documents.
