scope:

Purpose. This instruction provides policy and planning guidance for the documentation necessary for developing requirement authorization documents in support of joint organizations to include special operations organizations under operational control of Combatant Commands and Standing Joint Force Headquarters.

Applicability. This document applies to all active elements of the Army, Navy, Air Force, Marine Corps, U.S. Special Operations Command (USSOCOM), and their supporting components and joint commands, and organizations requiring authorization documents.
