scope:
The following activities undertaken by LU in connection with Outside Party Works are covered in this standard:
dealing with the movement of abnormal loads notified under the Road Vehicles (Authorisation of Special Types) (General) Order 2003 Regulations (SI No. 1998) and special order vehicles in accordance with Section 44 of the 1988 Road Traffic Act;
dealing with notices under the New Roads and Streetworks Act 1991 and its successors;
dealing with enquiries regarding the location and nature of LU's assets;
identifying and reviewing planning applications submitted to local authorities by Outside Parties for developments in the vicinity of the railway
patrolling the railway route to identify works that could affect LU assets and services that have not otherwise previously been identified to LU;
liaison with Outside Parties to agree design of works, methods of construction and monitoring of site activities that could affect LU assets and services.
undertaking condition surveys of LU assets potentially affected by Outside Party Works.
issuing Licences, Indemnities and Special Conditions to Outside Parties.
Purpose
The purpose of this Standard is to define how LU and its Suppliers deal with Outside Parties wishing to carry out works on or adjacent to LU assets (and in some cases requiring access to LU assets) to avoid disruption to LU business or damage to LU assets.
