Purpose of the Guidance Document
This Guidance Document has been produced in order to give advice on how compliance with the Fire Precautions (Sub-surface Railway Stations) Regulations 1989, (hereinafter referred to as the "Regulations"), can be achieved and the compensatory features of design which must be included when exemptions to exemptable Regulations are sought.
It sets fire safety standards that have been agreed between London Underground Ltd (LUL) and the London Fire and Civil Defence Authority (LFCDA), whilst allowing flexible approaches it recognises that these must be permissible by the Regulations.
Part 1 of this document deals with the top 13 stations on the relative risk index contained in the Quantitative Risk Analysis (QRA) report J2684 conducted by Trident Consultants Ltd for London Underground Ltd (LUL). These stations are required to be fully compliant with the Regulations subject to specific exemptions issued by the London Fire and Civil Defence Authority (LFCDA).
Part 2 deals with the remaining stations which achieve compliance by the application of principles agreed between the LFCDA and LUL following consideration and discussion of the QRA report.
Part 3 details the action to be taken by Station Managers and others in the event of failures of items of fire safety equipment.
Part 4 has not yet been completed but will deal with the standards to be applied to new railway station developments.
Copies of the relevant Parts of this Guidance Document are to be kept in the Station Managers office at all stations to which the Regulations apply. Further copies will be kept by the Railways Project Group and in the libraries of Fire Safety offices of the LFCDA.
LUL staff may obtain replacement copies from the Fire Safety Engineer, London Underground Ltd. LFCDA staff are to request replacement copies via the Railways Project Group.
