Purpose.
To set forth the policy and guidance for the inactivation, transfer, and disposal of vessels of the United States Navy and the administration of those assets following inactivation. This instruction has been revised substantially and should be reviewed in its entirety. Throughout the instruction, the term "vessel" refers to all naval ships and service craft. Additional guidance specific to retirement and disposal of service craft can be found in reference (a).
