This instruction also applies to the inactivation and disposal of nuclear-powered ships and submarines; ships and service craft with nuclear support spaces; and nuclear engineering and nuclear support facilities as governed by instructions implemented by the Commander, Naval Sea Systems Command (COMNAVSEASYSCOM). This instruction does not supersede or change responsibilities and authorities of the Director, Naval Nuclear Propulsion Program (N00N), as outlined in Executive Order 12344, which is codified by section 7158 of title 41, United States Code (U.S.C.) and section 2406 of title 50, U.S.C.
Purpose. To set forth the policy and guidance for the inactivation, transfer, and disposal of vessels of the U.S. Navy and the administration of those assets following inactivation. This instruction has been revised substantially and should be reviewed in its entirety.
a. Establishes a new chapter (chapter 6) concerning foreign military transfers and excess defense article ships and the removal of installed systems and equipment from ships designated for foreign military sales (FMS).
b. Revises action required to retire a ship prior to its expected service life (except Military Sealift Command (MSC) vessels), revises action required to extend a ship's expected service life (ESL), and updates MSC requirements for notification of the retirement of an MSC vessel to the Chief of Naval Operations (CNO).
c. Provides a new ship inactivation timeline for conventional ships that highlights specific periods, events, and decision points critical in the execution of ship inactivations and FMS transfers.
