Purpose of This Order. This order establishes procedures for reporting Gross Navigation Errors (GNE), height errors, time (longitudinal) errors, and Special Area of Operations (SAO) verification in oceanic airspace. All aircraft involved in any of the above in a controller's airspace, whether U.S., military, or foreign, must be reported in accordance with this document.
