REISSUANCE AND PURPOSE
This Instruction:
Reissues Reference (a) as a DoD Instruction (DoDI); consolidates References (a) and (b) in accordance with the guidance in Reference (c) and the authority in Reference (d) to update and clarify RCCPDS procedures.
Implements policy, assigns responsibilities, establishes objectives, and provides overall guidance for the maintenance and reporting of personnel data pertaining to members of the Reserve Components (RCs).
APPLICABILITY
This Instruction applies to:
OSD, the Military Departments (including the Coast Guard at all times, including when it is a service in the Department of Homeland Security by agreement with that Department), the Office of the Chairman of the Joint Chiefs of Staff and the Joint Staff, the Combatant Commands, the Office of the Inspector General of the Department of Defense, the Defense Agencies, the DoD Field Activities, and all other organizational entities within the Department of Defense.
All officers, warrant officers, and enlisted personnel assigned to the Ready Reserve, the Standby Reserve, and the Retired Reserve.
All members of an RC serving on Active Duty for Operational Support (ADOS)., or full time National Guard duty (FTNGD) for Operational Support.
All Active Guard and Reserve (AGR) personnel including National Guard members on (FTNGD) and Reservists on active duty to support the RCs who are paid from National Guard personnel appropriations or Reserve personnel appropriations (RPA).
All military technician civilian employees of a Military Department who occupy military technician positions and who are required to be a member of the RC they support (section 10216 of title 10, United States Code (U.S.C.) (Reference (e)).
Activated members of the Retired Reserve in retirement category designator "V1" when called in support of a contingency.
Reserve Officers Training Corps (ROTC) cadets and midshipmen who are participants in the Simultaneous Membership Program (SMP) or are contracted ROTC cadets.
This Instruction does not apply to:
ROTC cadets and midshipmen who are not participants in the SMP or are not contracted ROTC cadets.
Enlisted members of an Active Component (AC) who also hold a Reserve commission or warrant.
Members assigned to the Selective Service System (SSS) other than as individual mobilization augmentees (IMAs).
Service members who have elected discharge after completing 20 or more years of qualifying service for non-regular retirement according to chapter 1223 of Reference (e) instead of transfer to the Retired Reserve. (See data item 2.b of Enclosure 3 retirement category designators for "V1" and "V3-V5" codes for further exclusions, other than the exclusion set forth in paragraph 2.1.2.4.)
