This Instruction applies to:
The Office of the Secretary of Defense and the Military Departments including the Coast Guard, by agreement with the Department of Transportation, when it is not operating as a Military Service in the Navy.
All officers, warrant officers, and enlisted personnel assigned to the Ready Reserve, the Standby Reserve, and the Retired Reserve. Reservists on active duty (AD), who continue to maintain their status with a Reserve component (RC) are included. Reservists, who are ordered to AD for operational missions, contingencies, and national emergencies other than full mobilization are included.
The following categories of Full Time Support personnel who shall be reported in the RCCPDS.
Active Guard Reserve (AGR). That category applies to the National Guard (including those performing full-time National Guard duty) and Reservists on AD to provide support to the RCs, who are paid from National Guard or Reserve personnel appropriations.
That category applies to Federal civilian employees of a Military Department, who occupy military technician positions and who are required to be a member of the RC that they support.
This Instruction does not apply to:
Reserve Officers Training Corps (ROTC), except cadets and midshipmen, who are participants in the Simultaneous Membership Program (SMP).
Enlisted members of a Regular component, who also hold a Reserve commission or warrant.
Reserve members, who are serving on extended AD (180 days or more) and are paid from the Active military personnel appropriations or assigned to the Selective Service System (SSS) (other than as individual mobilization augmentees assigned to the SSS).
Service members, who have elected discharge after completing 20 or more creditable years of service qualifying for non-Regular retirement under Chapter 1223 of 10 U.S.C. (reference (b)) instead of transfer to the Retired Reserve. See enclosure 2, data item 2.b., Training and/or Retirement Category (TRC) Designators for further exclusions.
