scope:
Purpose
a. This regulation prescribes-
b. Responsibilities for Department of the Army (DA) watercraft program planning, budgeting, and execution, and for ocean, harbor and inland waterway vessel operations.
c. Responsibilities and policies for determining DA watercraft fielded under the total package fielding (TPF) process, requirements, priorities, distribution, and operations.
d. Responsibilities, policies, and procedures for qualifying Army personnel in military occupational specialties (MOS) 88K, 88L, 880A, and 881A to skill level and vessel type. The basis for soldier maritime qualification is derived from the International Maritime Organization (IMO) conventions and United States Code (USC) as promulgated in the Code of Federal Regulations (CFR).
Applicability. This regulation applies to the Active Army, the Army National Guard/Army National Guard of the United States, and the U.S. Army Reserve, unless otherwise stated. During mobilization, chapters and policies contained in this regulation may be modified by the proponent.
