scope:
This standard places requirements and accountabilities for establishing and maintaining an asset catalogue containing a record of asset specific information required by an Entity or LU. The Engineering Asset catalogue may be a single catalogue per Entity or a series of coordinated information sources.
This standard applies to all engineering asset information recorded on an asset by asset or location specific document. It is by combination of all of these asset records that LU can identify its complete asset base for the operational railway which have or could have an impact on the safe reliable operation of the railway. These assets include those for which LU is directly responsible; those provided by contract, including PPP and PFI's; those leased to and those owned by other Entities.
This standard is mandatory for LU, all its contractors and suppliers and where relevant their supply chain, including those within the PPP and PFI contracts. Similarly, the requirements of Schedules 1, 2 and 3 are mandatory on all parties. This standard however does not supersede existing Cat 1 Engineering standards which specify asset specific engineering information and documentation. Ambiguities are to be resolved at APRM's or contract meetings including the use of the concession process.
This standard defines the asset records to be kept for all assets, together with the requirement to use a standard hierarchy of asset classification and to produce specific routine reports. The exact details of these requirements are specified in Schedules 1, 2 and 3.
This standard does not cover the metadata required to manage the information asset itself nor does it cover the information sources map and information systems maps required by the Information Standard 1-691.
This standard is a combination of the Engineering Asset Classification E1140; Engineering Asset Register 1-039 and the Engineering Asset Record 1-040. Additionally, the report requirements of 1-691 have been revised and reformatted to be included in this standard. These standards have been combined to encompass the hierarchy structure and requirements of LU to accurately identify their assets and provide the necessary information to be held against each asset. Schedule 3 identifies the reporting requirements to monitor the performance of the whole life management of both engineering assets and engineering asset information.
This standard is supported by, and should be read in conjunction with, supporting Schedules. These Schedules are:
a) Schedule 1 - Asset Classification;
b) Schedule 2 - Asset Records;
c) Schedule 3 - Asset Reporting Requirements.
This issue of the standard replaces E1140, 1-039A1, 1-040 and that part of the IM standard 1-691 that dealt with reports. The reports defined in Schedule 3 of this standard are now maintained by the LU Head of Asset Management.
Purpose
The purpose of this standard is to set the requirements and accountabilities for establishing and maintaining a comprehensive Catalogue of engineering assets to support LU's corporate governance including:
a) LU's Safety Management System;
b) The Companies Act which requires a company to hold a record of all its assets.
The Catalogue will provide an element of assurance to the regulators and stakeholders that engineering assets have been identified and registered and that the information is recorded and maintained within a controlled process.
The Catalogue will provide improved ability for data and information to be utilised effectively in business decision making and will also support the development of explicit asset knowledge in regard to the economic and efficient whole life management of the engineering asset base in support of LU's policies on System Optimisation and Health, Safety and Environment.
