Purpose. To set forth policy concerning the embarkation of foreign military units and personnel aboard U.S. naval ships and the embarkation of U.S. naval units and personnel aboard foreign naval ships.

Applicability. This instruction applies to the embarkation of foreign military units and personnel aboard U. S. naval ships and the embarkation of U.S. naval units and personnel aboard foreign naval ships for the purpose of conducting military operations. This instruction does not apply to ship visits, embarkation for the purpose of exercises, or personnel exchange programs / foreign exchange personnel.
