Scope and Applicability.
All fleets and units participating in cooperative deployments or enabling organizations who nominate candidate partners for participation will adhere to this instruction.
Purpose.
a. To establish policy for the Cooperative Deployment Program and to define responsibilities and procedures for coordinating partner nation (PN) navy participation in cooperative deployments with a Carrier Strike Group (CSG), Expeditionary Strike Group, Amphibious Ready Group or Surface Action Group. This instruction is a complete revision and should be reviewed in its entirety.
b. Major changes in this revision include removing the letter of understanding process, removing the Global-Theater Security Cooperation Management Information System reporting requirement, granting Commander, U.S. Fleet Forces Command (COMUSFLTFORCOM) and Commander, U.S. Pacific Fleet (COMPACFLT) permission to enter negotiations with specified PNs, adding notification requirements, clarifying foreign liaison officer requirements and updating the sample memorandum of understanding (MOU).
