This Code applies to electric supply and communication lines and' equipment located entirely outside of buildings used by electric supply and communication utilities in the exercise of their functions as utilities.
This portion of the Code covers the requirements for construction of overhead and underground systems and it includes electric supply and 'communication circuits installed alone, in join t use or in proximity to each other or other facilities, crossing each 'other or other facilities, and crossing railways and highways.
The requirements contained in this Code do not constitute complete construction specifications, but only prescribe tire minimum design requirements which are most important from the points of view of:
(a) Safety to persons;
(b) Continuity of service; and'
(c) Protection of property.
No provisions are made for additional protection or security of important circuits or services.
Conditions not covered herein shall be' governed by the appropriate requirements or equivalent standards in common use, or as required by constituted authority. It is recognized that in the development of the art other satisfactory rules, regulations and types of construction may be devised and the fact that specific rules, regulations and types are covered herein does not prelude the use of others which the engineering representatives of the parties involved may agree upon as being safe and satisfactory.
