RECOMMENDED PRACTICE FOR OPERATION AND MAINTENANCE OF OFFSHORE CRANES

General
This recommended practice is intended to serve as a guide to crane owners and operators in developing operating and maintenance practices and procedures for use with pedestal-mounted revolving cranes offshore on bottom-supported platforms, floating drilling tenders, semi-submersible rigs and other types of floating drilling equipment. These minimum practices are presented on the premise that:
a. An inspection is intended to identify all deficiencies or items which would reduce the capability of the crane or its appurtenances. This inspection shall utilize the methods and procedures as described herein.
b. The action taken to correct a deficiency shall be made as soon as practicable.
c. Limited (restricted) service may, in some cases, be continued after the identification and before correction of a deficiency. In these cases, it is the responsibility of the inspecting person to define the deficiency, reporting same to the Owners. The Owners, upon receipt of this advice from the inspecting person, will define the restriction and arrange for posting of appropriate cautionary information in consultation with the manufacturer, if necessary.
d. The observation and performance of the operating and maintenance practices noted herein are sufficient to sustain a crane at its operating. capability between satisfactorily completed inspections.
Each owner and operator is encouraged to observe the recommendations outlined and to supplement them with any additional practices or procedures which may be advisable for particular situations. Personnel critical to the proper operation, inspection and maintenance of cranes offshore are defined below.
The term qualified person is defined as:
A person designated by the employer who by reason of applicable offshore experience is familiar with the operations to be performed and the hazards involved. The qualified person may also be so designated after satisfactory completion of a formalized, written employer training program. Experience or training shall include work with the various types of cranes to be operated or maintained.
The term qualified inspector is defined as:
A person so designated by the employer who by reason of experience and training is, in addition to being a qualified person. skilled in the inspection and maintenance of components of the crane.
