This guidance applies specifically to Train Operators in the very extreme circumstance of a hazardous material being released on a train, with the intention of causing mass casualties amongst the passengers on the train.

It does not apply to the relatively frequent reports of:

  • A single person collapsing on a station or train, commonly known as a Person taken Ill On a Train (PIOT) as a result of a medical issue, or
  • The use of irritants such as CS gas, Mace or pepper spray which has been released by passengers who are acting in an anti-social manner, or
  • An attack on an individual utilising a corrosive substance such as an acid or alkali.

Purpose

This guidance is intended to help Train Operators take the safest action for themselves and customers in the event of a hazardous material release or chemical attack on a London Underground (LU) train.
