Purpose. This instruction implements reference (a), the Freedom of Information Act (FOIA), references (b) through (d), as authorized by reference (e), and per related law and practice, notably as promulgated in references (f) through (l).

Applicability. This instruction applies to all DON personnel and offices, including the Office of the Secretary of the Navy (SECNAV), the Chief of Naval Operations (CNO), the Commandant of the Marine Corps (CMC), and their respective installations, commands, activities, and field offices within the DON.
