Purpose:

This manual is composed of several volumes, each containing its own purpose. In accordance with the authority in DoD Directive (DoDD) 5134.12 and DoD Instruction (DoDI) 4140.25:

• The manual implements policy, assigns responsibilities, and provides procedures for the supply chain management, quality assurance and quality surveillance, and storage of energy commodities and related services.

• This volume:

o Assigns responsibilities and provides procedures for the acquisition and management of energy commodities and services in support of the DoD.

o Provides the procedures for energy commodity requirements submission, operating stock (OS), pre-positioned war reserve stock (PWRS), military specification (MILSPEC) fuels, aerospace energy, fuel additives, direct delivery, bulk storage and service contracts, afloat pre-positioning, transportation, international agreements, and financial operations.
