Scope.

Air Force airfields are available for use by civil aircraft for official government business so far as such use does not interfere with military operations or jeopardize the military utility of the installation. Air Force requirements take precedence over authorized civil aircraft use. Exceptions to this instruction are not authorized. Proposed waivers to this instruction will be submitted to Headquarters United States Air Force, Current Operations Directorate, Military and Civilian Aviation Integration Division, (HAF/A3OJ) and evaluated for current and future impact on Air Force policy and operations.
