This instruction implements AFPD 13-2, Air Traffic Control, Airspace, Airfield, and Range Management. It also implements DoD Directive 5030.19, DoD Responsibilities on Federal Aviation and National Airspace System Matters, 22 June 1989. It provides guidance and procedures for developing and processing special use airspace (SUA). It covers aeronautical matters governing the efficient planning, acquisition, use, and management of airspace required to support Air Force flight operations. It applies to activities that have operational or administrative responsibility for using airspace. It establishes practices to decrease disturbances from flight operations that might cause adverse public reaction and provides flying unit commanders with general guidance for dealing with local problems.
