Purpose:
This manual is composed of several volumes, each containing its own purpose. In accordance with the authority in DoD Directive 5134.15; and the July 13, 2018 Deputy Secretary of Defense Memorandum:
• This manual implements policy, assigns responsibilities, and provides procedures for environmental compliance of vessels owned or operated by the DoD.
• This volume:
o Implements policy, assigns responsibilities, and provides procedures for environmental compliance of vessels owned or operated by the United States Coast Guard (USCG).
o Implements Section 1322(n)(2)(A) of Title 33, United States Code (U.S.C.), also known as the "Clean Water Act," and issues the regulations governing the design, construction, installation, and use of marine pollution control devices on board Armed Forces vessels (as defined in the Glossary) as necessary to achieve the standards issued in accordance with Sections 1700.14 through 1700.42 of Title 40, Code of Federal Regulations (CFR).
