Purpose:

This manual is composed of several volumes, each containing its own purpose. In accordance with the authority in DoD Directive 5135.03:

• This manual implements policy, assigns responsibilities, and provides procedures for environmental compliance of vessels owned or operated by DoD.

• This volume:

o Implements policy, assigns responsibilities, and provides procedures for environmental compliance of vessels owned or operated by the United States Coast Guard (USCG).

o Implements Section 1322(n)(2)(A) of Title 33, United States Code (U.S.C.) and issues the regulations governing the design, construction, installation, and use of marine pollution control devices (MPCDs) onboard Armed Forces vessels, including on board vessels owned or operated by the USCG, as necessary to achieve the standards issued in accordance with Sections 1700.14 through 1700.42 of Title 40, Code of Federal Regulations (CFR). Section 1700 of Title 40, CFR contains the Uniform National Discharge Standards (UNDS) for Armed Forces vessels.
