Navy policy provides Navy personnel and their families with sports programs and facilities which will effectively contribute to their quality of life. All personnel must include some form of exercise in their daily routine to attain and maintain an acceptable state of total physical fitness. The sports program will consist of voluntary sports activities conducted for the purpose of promoting physical and mental readiness, developing positive self-concepts; allowing for creative expression; fostering moral development and community membership; emphasizing the value of cooperation; assisting in discovering positive use of leisure time; developing lifelong recreation skills; and encouraging self-reliance and independence.
