Purpose. To implement policy authorized in references (a) and (b) and to assign roles and responsibilities for a Department of the Navy (DON) managed credentialing program. This discretionary program was developed for Navy active and reserve component military members, less Individual Ready Reserve (IRR). The program provides for the payment of credentialing expenses associated with professional licensing, certifications, renewals, and mandatory administrative fees.
