This standard covers all works being executed, by Network Rail, its Contractors and Third Party or Outside Party Asset Protection (if/where applicable), at worksite level within a possession or isolation but does not include emergency works.
The standard covers project works being executed by Asset Management - Maintenance on behalf of Investment Projects in circumstances where the Maintenance Delivery Manager deems the work to be of a complexity such that the equalivalent maintenance standard (NR/L3/MTC/MG0210) is not sufficient. This decision is at the discretion of the Maintenance Delivery Manager.
Works being delivered solely under the jurisdiction of AM-M (i.e. where there is no involvement by either IP or AM-R) are covered under NR/L3/MTC/MG0210 and are therefore excluded from the scope of this standard except where specifically mentioned.
For NDS specific activities and processes relating to access planning and the subsequent publication of the Weekly Operating Notice (WON) refer to NR/L2/NDS/202, NR/L3/NDS/302 and NR/L3/NDS/303.
If no work is taking place within a possession or isolation the following Clauses, contained within this standard, still apply:

c) 6.4 Recommendation For Contract Award (Gateway 3);
Where Third Party or Outside Party Asset Protection work is being carried out, the following sections of the standard apply:

Purpose
This document identifies linked procedures and systems to be followed for projects to be delivered by Investment Projects (IP) and Asset Management - Renewals (AMR) and works to be delivered by Asset Management - Maintenance (AM-M) on behalf of IP or AM-R to:
a) select the correct commercial strategy which is coherent with the Asset and the Category commercial strategies;
b) assess the capabilities of potential suppliers and those resources identified by Network Rail as critical in a consistent, fair and transparent manner;
c) expedite resource such that resource provision does not become a constraint to delivery;
d) analyse and assign a risk complexity index score to all worksites within a possession;
e) create work and operational contingency plans, in collaboration with O&CS, NDS and other parties (relevant to contingency planning for the project), for all red/amber worksites in the event of a worksite leading to a possession overrun;
f) where appropriate carry out Portfolio Deliverability and/or Readiness Reviews, as well as Quantitative Schedule Risk Assessment (QSRA) for all red and amber worksites in a timely manner prior to start on site;
g) select and allocate competent Site / Construction management resources to each based upon the complexity and priority;
h) select and use the tool to measure progress of the worksite;
i) understand the escalation route for communication of worksite progress and protocol for onward communication to customers and media.
This standard is aligned with and provides additional detail to the company access planning process as described in standard NR/L2/NDS/202.
